Mr. Fitzgerald's windows

There are two floors and an attic in Mr. Fitzgerald's house. Mr. Fitzgerald is repairing all of the windows. He finds out that not all the windows have the same number of panes.

Each window on the second floor has 9 panes on top and 6 at the bottom.

There are two more windows on the first floor than on the second.

Each window downstairs has eight panes of glass on top and eight at the bottom.

The attic has one window with four panes of glass.

Each of the ten rooms of the house has at least one window.

Mr. Fitzgerald has counted 315 panes of glass in total.

Each window needs one new lock. How many new locks does Mr. Fitzgerald need?
